This viewer application won't allow you to edit the PDF to insert others, instead you will need the application that superseeds it. The application which allows you to insert page is called PDF-XChange Editor and can be found at the official website. I have download a trial and installed it and was able to add new pages through the Document > Insert pages menu.
Yes, you can combine multiple PDF files through the Document > Insert page where you can specifically insert a whole file.
However, for this procedure to work, you will need the full version of the PDF-XChange PDF Viewer.

Click to viewIn case you're looking for ways to add page numbering to the document, you can't do that in the Viewer. That's what PDF editors are for.
